Perm is the worst thing you can do to your hair because it can make your hair fall out, and your hair does not grow it just stays straight.
What you should do is buy a maxiglide and straighten your hair once per two weeks. Then you use a nice hair oil in your hair, i prefer that you give yourself a hot oil treatment which is just when you put hair oil in VERY hot water and then you dip your hair into the water(try to get a large amount of hair into the water). Next your hair will be very oil which will help straighten it and you just use the maxiglide to furthermore straighten it and if you keep doing that your hair will really start to grow. You can do the Big Chop or transition. The big chop is when you cut off all your relaxed hair at once and leave only the new growth. Some people shave their heads and others cut it down very low into a boy cut. I cut my hair to less than one inch last summer. To transition you will let your hair grow out and you can trim off the relaxed hair little-by-little as your natural hair grows in. Some people transition for a year or two, and others transition for a few months. The choice is yours, but you don't have to do the big chop if you don't want to. A common transitioning style is braids, but there are many styles you can choose from. To properly transition you'll have to use protective styles - styles that will keep you from having to style, comb, brush your hair every day (ie: braids). As your natural hair grows in, your relaxed hair will be very weak and can break off at the new growth, so that's why it's important to not style, comb, and brush your hair daily.
To grow out your hair just stop relaxing. Also, you can flat iron your new growth to make it blend in with your relaxed hair. Just keep in mind that heat can mess up and damage your natural hair and you could be starting off your natural journey with damaged hair, which will make it more difficult.

First of all stop using perm.
Cut off all of your hair to the new growth, wash and condition and add some moisturizer every other day. Get a trim every 3 to 6 weeks.
